Our Department Managers and key staff includes:

Larry Kincer, P.E., is Director of Operations as well as Manager of Substation Services for our Atlanta office.  Larry has 30+ years of experience providing workplans, sectionalizing studies, short and long range plans, and complete design services for 25 kV to 230 kV substations.  Larry also provides engineering cost estimates, load flow studies, fault studies, protective device coordination studies, and power quality studies.  Larry is a registered professional engineer in twelve states.

Art Carowan is Director of System Planning and Field Services in our Indianapolis office.  Art has 25+ years of experience providing work plans, short/long range plans, and line staking to electric utilities throughout Indiana, Illinois, Ohio, Michigan and Kentucky.

Joseph Thebeau is Director of Transmission Services for our Atlanta office.  He has over 23 years of experience in the design of overhead transmission and distribution lines, including routing, scheduling, conductor sag and tension data development and material acquisition.

Dee Lindsey is Director of Field Services for our Atlanta office.  Dee has 20+ years of experience providing staking design for single and multi phase distribution lines, substation feeders and multi-circuit lines.  Dee also provides cost estimates and overall project management.

Walter Beard, Director of Mapping and CAD Services, has over 24 years experience in the various aspects of cooperative mapping. His work with electric utilities includes project management, client need assessment, QA/QC and fiscal project oversight. He is familiar with AutoCAD, ESRI, ArcFM and MicroStation. He has also conducted many sessions in training on software application and troubleshooting.

Michael Leverett, Jr., through our alliance with Energy Economics Consulting Corporation, provides our clients with his expertise in wholesale power supply, retail rate analysis, and power plant development.  Mr. Leverett is President of Energy Economics Consulting Corporation and he has worked with the owners of PowerTech for many years.
